All international students must obtain a Student Pass (Visa) to study in Malaysia. Education Malaysia Global Services (EMGS) is a Company Limited by Guarantee (CLBG) under the purview of the Ministry of Higher Education Malaysia (MoHE). EMGS acts as a one-stop centre mandated by MoHE to manage and facilitate all student pass applications.

The Immigration Department of Malaysia is the sole authority that approves, rejects, and issues Student Passes. Please note that the 188体育网址_188体育在线-【唯一授权网站】@ of Nottingham Malaysia (UNM) does not have the authority to approve or reject visa applications. New international students have two options for applying for their Visa Approval Letter (VAL):

Option A: Applying via the UNM Visa Office   Option B: Applying directly to EMGS

While Option A is the preferred and more streamlined method, students who choose Option B may still contact the UNM Visa Office for assistance if needed.

All new international students applying for their Visa Approval Letter (VAL) are required to pay visa deposit fee of RM2,000. This deposit will be refunded once the student submits their passport for Student Pass shortening/cancellation after completing their studies or graduating, prior to returning to their home country.

The visa processing fee is charged based on your level of study, as shown in the table below:

Example: The total visa application fee for an international student enrolling in an undergraduate program is RM5,900 (RM2,000 deposit + RM3,900 processing fee). All payments are to be made via the MyNottingham portal.

 

Visa application checklist

The following outlines the required documents for your VAL applicationFailure to submit any of these documents will result in an incomplete application and may delay or prevent further processing. You are strongly advised to check your email regularly and respond promptly to any communication from the Visa Office.

Documents required for residents of all countries

  • UNM Offer Letter - Conditional or Unconditional Offer Letter from UNM

  • Passport-Sized Photograph - Digital copy of passport-sized photo with white background (35mm x 45mm). Refer to EMGS Photo Guidelines for details

  • Student Passport Copy - Submit a clear, cover-to-cover coloured scan of your passport with the following guidelines:
    a) All Visa pages in the Passport (including Passport details page, empty pages and Observation pages)
    b) Passport must be valid for at least 18 months from your registration date, or for the entire course duration to qualify for full-duration Student Pass (3 years)
    c) Include Special Pass or Exit Stamp, if applicable
    d) Maximum 2 passport pages per A4 page

  • Academic Qualifications - Complete academic certificates and transcripts, including English language proficiency (if applicable). Non-English documents must include a certified English translation alongside the original

  • Health Requirements - Completed Health Declaration Form (compulsory)
    a) Students from countries at high risk for yellow fever (see WHO list) must submit a copy of the Yellow Fever vaccination card/booklet
    b) Students must attend post-arrival medical screening within 7 days of arrival in Malaysia at an EMGS-registered panel clinic.

  • Visa Application Fee Payment Reciept - payable via the MyNottingham portal. This includes visa processing fee & Visa deposit fee.

  • Student Declaration Form - Completed and signed copy of the Student Declaration Form

  • Additional Documents (If Applicable) - Based on nationality
    a) No Objection Certificate/ NOC (for Sudanese students). The 188体育网址_188体育在线-【唯一授权网站】@ apply for the NOC from the Sudanese embassy in Malaysia on your behalf. Any charges from the embassy will be borne by the student.
    b) Letter of Eligibility/ LoE (for Iranian and Omani students). The 188体育网址_188体育在线-【唯一授权网站】@ will apply for the LOE on your behalf from the Iranian and Omani embassy in Malaysia). Any charges from the embassy will be borne by the student.
    c) Libyan students who wish to study in Malaysia are required to obtain a Letter of Eligibility (LoE) from the Academic Affairs of the Embassy of Libya-Malaysia in Kuala Lumpur. Students are advised to directly apply LoE with their embassy in Kuala Lumpur.
    d) For students from China, you are required to provide the online verification report of your academic certificate which can be obtained through the China Credentials Verification (CSSD) / Academic Degrees and Graduate Education Development Center (CDGDC)  / Chinese Service Center for Scholarly Exchange

Changing Course After Student Pass Issuance (Full Duration - 3 Years)

International students who have been issued a Student Pass for the full duration of their studies (e.g. 3 years) and wish to change their course must follow the procedure below:

  • You are required to cancel (shorten) your current Student Pass, return to your home country, and reapply for a new eVAL reflecting your new course.

  • You must provide an exit stamp from KLIA as proof of departure.

  • Reapplication for VAL must be done from your home country. Students are not allowed to put in an application while remaining in Malaysia.

This also applies to students transferring to another university.

 

Shortening/Cancellation of Student Pass (Visa)

All international students who:

  • Defer their studies

  • Withdraw from the university

  • Are terminated

  • Or have completed their programme

are required to shorten or cancel their Student Pass before leaving Malaysia.

Students must consult the Visa Office for guidance on the proper procedures. This requirement is in strict compliance with Malaysian Immigration Department guidelines, which prohibit students from leaving the country without completing the visa cancellation process.

The 188体育网址_188体育在线-【唯一授权网站】@ will not be held responsible if a student fails to submit their passport for cancellation. If the Visa Office reports this to the Immigration Department, your passport may be blacklisted, resulting in future re-entry bans or visa denials. The 188体育网址_188体育在线-【唯一授权网站】@ has no authority to reverse or influence this decision.

 

 

Getting started with your VAL application

All new international students must obtain an Electronic Visa Approval Letter (eVAL) before arriving in Malaysia. The application process can take between 4 to 6 weeks, depending on document verification and approval timelines. Therefore, students are strongly advised to submit their applications as early as possible.

The Immigration Department of Malaysia has recently introduced an eVISA option for students from selected countries. This allows eligible students to apply for their visa online, offering a more convenient alternative to visiting a physical embassy. However, students are strongly encouraged to consult their nearest Malaysian Embassy, High Commission, or Consulate to confirm their eligibility and obtain accurate, up-to-date information.

New students who currently hold valid Malaysian passes—such as transferring students from other institutions or those entering Malaysia on a dependent visa—may be required to submit additional supporting documents as part of their VAL application process. For detailed guidance on what applies to your situation, please refer to Special Circumstances for further information.

 

Information on fees and payments

The Visa Application fee is inclusive of the following:

  • EMGS and Immigration processing fees
  • Student Pass
  • Multiple Entry-Visa (MEV)
  • i-Kad (for the first year)
  • Medical insurance for one year
  • Post-medical health check and x-ray examination
  • Services Tax (GST) 8%
  • Visa Office processing fee
  • Visa Deposit - refundable upon completion of studies, graduation or before returning to your home country (upon passport submission for visa shortening/cancellation).

The Visa Application fee does not include the following:

  • Other costs such as your traveling expenses/ accommodation/ transits.
  • Post arrival medical examination appeal in case it fails.

Payment of these fees can be made by:

It is extremely important that you email the proof of payment to the Visa Office if your visa fee is not paid through the MyNottingham portal. STUDENT FEES FROM SANCTIONED COUNTRIES

Please take note that effective immediately any funds from Iran, Sudan, Cuba, Myanmar, Syria, Crimea, North Korea, Ethiopia, Iraq, Serbia, Tunisia, Vanuatu, Yemen, Trinidad and Tobago will not be accepted by our bankers as these countries are listed as sanctioned countries. We have been informed by our bankers that they will not be able to accept remittances from the above countries. Please note that cash payments are not acceptable. 

All cheques and bank transfers must be forwarded to the Finance Office for official receipt. Please include your name and course on the back. Do also note that cheques/bank drafts are no longer acceptable in USD currency effective from 1st June 2016.

Refund of visa processing fees

Visa processing fees are non-refundable once the VAL application has been submitted by the Visa Office to EMGS. If you wish to withdraw your VAL application, please contact the Visa Office to check your eligibility for a refund. Your VAL will only be cancelled after the Visa Office receives written confirmation of your withdrawal.

 


VAL application processing

Once you have submitted all required documents, the Visa Office will forward your application to EMGS for processing. EMGS will review and verify your documents, and if everything is in order, your application will then be sent to the Immigration Department of Malaysia for final approval and issuance of your eVAL (Electronic Visa Approval Letter).

  • The entire process may take approximately 4 to 6 weeks, but at times this may take longer than the standard timeline depending on document verification and the Immigration processing time.

  • You can track your application status via EMGS Track My Application.

During this period:

  • EMGS and the 188体育网址_188体育在线-【唯一授权网站】@ may request additional documents if necessary.

  • Any delay in providing the requested documents will likely affect your VAL approval timeline.

Do not book your flight to Malaysia until your eVAL has been approved and your Single Entry Visa (SEV) has been obtained (if applicable). Early travel plans may result in complications at immigration 

 

eVAL receipt and SEV application

Once your application is approved by the Immigration Department of Malaysia, EMGS will issue your Electronic Visa Approval Letter (eVAL) and make it available via the EMGS Mobile Hub.

  • Steps to Download eVAL:
    1. Install and Log in to the EMGS Mobile Hub after receiving notification of VAL approval.
    2. Activate Your Digital ID.
    3. Download and print your eVAL in colour.
  • SEV (Single Entry Visa) Application:
    1. Check the Immigration Department’s list of countries to determine whether you're required to obtain an SEV.
    2. If SEV is required, visit your nearest Malaysian Embassy or Mission to apply.
    3. Alternatively, you may be eligible to apply for an eVISA online, depending on your country of origin and accessibility.
  • Before Travelling to Malaysia:
    1. Ensure you have read and understood the KLIA Standard Operating Procedure (SOP) provided by the Visa Office.
    2. Once your SEV or eVISA is issued, you are legally allowed to enter Malaysia as a student.
    3. The SEV is typically valid for 30 days (one month), but may vary depending on your nationality.
  • Upon Arrival at KLIA:
    1. Present the following to the Immigration Officer at the entry point:
         a) Your original passport
         b) Printed colour copy of your eVAL
         c) Your eVISA or SEV
    2. You will be issued a Special Pass by Immigration. Please refer to the KLIA SOP for detailed steps and guidance.

Make sure to refer to the email from International Student Support on how to correctly fill in your “Airport Arrival Form.”

Arriving in Malaysia and post-arrival procedures

Once you arrive in Malaysia, please follow the steps below to ensure a smooth transition and successful completion of your student visa process:

  • At the Airport (KLIA):
    1. Present your eVALSEV/eVISA, along with your original passport, to the Immigration desk at Kuala Lumpur International Airport (KLIA) to obtain your entry stamp
    2. For issuance of your Special Pass, refer to procedures outlined by the Immigration Department or the KLIA SOP provided.

  • Upon Arrival at Campus:
    1. You must report to the International Office and Visa Office on-campus on the next working day after your arrival.
    2. You will be given instructions to complete your post-arrival medical examination at a registered EMGS panel clinic.
  • Post-Medical & Student Pass Endorsement:
    1. After successfully clearing your post-arrival medical checkup, you are required to submit your passport to the Visa Office for the Student Pass endorsement sticker.
    2. Passports can only be submitted once your medical report is cleared. You will be notified once your passport is endorsed and ready for collection.
  • While Your Passport Is Being Processed:
    1. Do NOT make any travel plans while your passport is with EMGS or the Immigration Department.

Your eVAL, SEV, or eVISA is NOT your Student Pass. Students are responsible for completing the post-medical and visa endorsement process promptly. Failure to do so may result in additional costs, such as having to apply for a Special Pass.

 

Student Pass Renewal / iKad Renewal

International students applying to renew their Student Pass for a second year (or subsequent years) must meet the following criteria:

  • Achieve at least 80% attendance in all registered modules.
  • Pass all modules (subjects).
  • If a student obtains a “Poor” or “Fail” grade, a supporting letter from the Dean is required.

Students may appeal for visa renewal with supporting evidence. However, the Immigration Department of Malaysia reserves full discretion to approve, shorten, or reject visa renewals.

i-Kad renewals are done on a yearly basis, even if the student has been granted a Student Pass for the full duration of their programme. To be eligible for i-Kad renewal, students must:

  • Maintain a minimum of 80% attendance.
  • Pass all modules (Poor/Fail grades require a Dean's supporting letter).
  • If granted a Student Pass for the full duration of study (e.g. 3 years), the student must renew their health insurance before submitting the i-Kad renewal request to the Visa Office.

The Immigration Department of Malaysia has the right to approve, shorten, or deny any i-Kad renewal. Failure to renew your i-Kad may result in cancellation of your Student Pass, requiring you to return to your home country as per immigration guidelines.

 


Part-Time Work Guidelines for International Students

International students are not allowed to work part-time during the academic semester.

However, during official semester breaks, students are allowed to work up to 20 hours per week, subject to Immigration Department of Malaysia regulations.

Approved Sectors for Part-Time Work:

  • Petrol kiosks
  • Restaurants
  • Mini-markets
  • Waiters (Food & Beverage only)

Application Process & Requirements:

To apply for part-time work permission, students must:

  • Obtain an offer letter from the employer stating your position, salary, working hours, and workplace address.
  • Provide a copy of the academic calendar.
  • Submit your latest attendance record or academic transcript.
  • Get a non-objection letter from your Head of School or Faculty.
  • Be present during the submission to the Immigration Department (application will be submitted through the Visa Office).

Once approved, an endorsement (rubber stamp) will be placed in your passport. You may only begin working after this endorsement is issued.

Approval is entirely at the discretion of the Immigration Department.
